Android 12 is nice, and Android 13 is looking nicer, however, people have got choices and there might be some issues. Users of the Google Pixel 6 series cannot revert to Android 12 from Android 13 due to some specific reasons.

Android 12 from Android 13 was considered possible before since that’s what most users do with other Android builds. “Increments the anti-rollback version” is a security measure that will prevent the exploitation of older software builds. Furthermore, sources noted that you cannot revert to Android 12 from Android 13 due to the security vulnerability in the bootloader version of Android 13.
“Your device is running a vulnerable version of the bootloader. After flashing this build your device’s anti-rollback counter will be incremented to prevent previous vulnerable versions of the bootloader from being flashed on the device in the future. This will prevent flashing existing Android 12 releases.” Well, reverting to Android 12 from Android 13 might not be something most people like but a move to Android 13 is officially permanent.
