The issue is the device, not Widevine certified. The Widevine certificate is required by all content streaming platforms for HDR streaming. But unfortunately, even when your device is Widevine certified, there is a possibility that it doesn’t support HDR video playback on Netflix.

The reason is that with Widevine L1 support, additional approval is also required from Netflix. Therefore, a device without the extra approval won’t support HDR video playback on Netflix.

HDR video playback on Netflix enhance the overall image quality by offering a high-dynamic-range…a video quality with a wide range of brightness and more lifelike detail.
